Lawmakers draft new law on filmmaking

MPs Chiril Lucinschi and Ghenadie Ciobanu submitted a new bill concerning filmmakers. They suggest instituting the National Cinematography Center that will have a National Movie Archive and a Cinematographic Register and will monitor the production and distribution of movies in Moldova, Info-Prim Neo reports. The authors said the bill is aimed at liquidating tax evasion and piracy in the area of cinematography, which cause losses and affect Moldova’s image at foreign level. According to the lawmakers, the law on cinematography of 2004 is old and contains contradictory norms. The main notions used in the law are defined in an inappropriate language. Adjusting this law will imply the amendment of 80% of the articles. The authors also suggest modifying the system of financing and managing filmmaking – from integral financing from the budget to partial financing, of at most 50% of the budget. The MPs are convinced that the private producers will assume responsibility for making a product of a poor quality through their own contribution of 50%. The new law institutes control over the distribution of movies and the management of state funds invested in filmmaking. The cinematographic projects will be financed on stages. This will enable to control the quality and the terms for completing the works for which financing was provided. The authors propose that the law should be implemented in a year of the coming into force so that those to whom it applies manage to comply.
