Law should clearly stipulate number of constituencies for elections, opinion

If the law on the mixed-member electoral system had specified the number of single-member constituencies needed in the country and abroad, there wouldn’t have been heated discussions in society on the issue. Such a statement was made in the talk show “Moldova live” on the public TV channel Moldova 1, IPN reports.

Victor Juc, vice-director of the Institute of Legal and Political Research of the Academy of Sciences, said that when making the law, the responsible authorities tried to shift responsibility from each other. “If the law had stipulated 5, 7, 10, 20 constituencies for the Moldovans from abroad, we would have started from different figures. The legislative work in the Republic of Moldova experiences serious drawbacks,” he stated.

Pavel Postica, programs director at Promo-LEX Association, said the legislation should stipulate a representation quota for the citizens from the diaspora, for those from the Transnistrian region and for the ethnic minorities.

According to Maxim Lebedinski, adviser on legal issues to President Igor Dodon, said a mistake was made when the law was drafted because the fact that almost 1 million Moldovans are abroad was not taken into account.

Democratic MP Eugeniu Nikiforchuk said the legislation clearly provides that a constituency embraces 55,000-65,000 voters. “If the Democratic Party hadn’t proposed introducing the uninominal voting system, today we probably wouldn’t have had the mixed electoral system. We were those who for the first time suggested that the diaspora should have representatives in Parliament, elected outside borders, so that these promoted its interests,” stated the MP.
