Law on State Flag one vote short of being passed, Update

[12.30 Update] At the end of the sitting, Head of Parliament Mihai Ghimpu announced the Law on the State Flag can be considered adopted in second reading as it is an ordinary law that is passed by a majority vote. Ghimpu admitted he committed a mistake when he said the law was not passed because it won only 50 votes.
The Law on the State Flag has not been not adopted in Parliament in final reading as it was one vote short, winning 50 of the 51 votes necessary, Info-Prim Neo reports.
The leader of the Democratic Party Marian Lupu did not take part in the voting as he was giving a press briefing on the results of his visit to Moscow at that time. Democrat MP Stella Jantuan was also absent.
“This is how our alliance works,” said Speaker Mihai Ghimpu.
The Communist MPs, the lawmakers of the United Moldova group and unaffiliated MP Victor Stepaniuc did not support the bill.
The bill on the state flag was drafted by the Ministry of Justice and was to substitute the regulations concerning the state flag of the Moldovan Soviet Socialist Republic passed in May 1990.
