Lack of real data hinders accurate investment planning, report

The lack of a database to reflect the real situation and the progress of objectives financed by State Budge investments is an impediment to an accurate projection of the investment process. The conclusion belongs to the auditors from the Court of Accounts, who present a report on the use of public funds allocated for investments and capital repairs in 2011, reports Info-Prim Neo. Tatiana Carajeleascov, Department head at the Court of Accounts, mentioned that presenting a clear picture of this segment is complicated. Unknown are some of the investment beneficiaries, objective financing sources, expense projections, as well as the volume of work done, the starting and ending periods of the works planned. Meanwhile, said Tatiana Carajeleascov, there are no exhaustive regulations that would stipulate the responsibilities of the Ministry of Finance and other authorities that benefit from allocations from the State Budget for investments and capital repairs. Viorel Pana, department deputy chair at the Ministry of Finance, said that they are working on an automatized informational system. It would include data on the sources for investments and capital repairs, both allocated from the Budget and from external sources and special funds, as well as their beneficiaries, project deadlines, performance indicators, and debit and loan debts at the investments and capital repairs compartment. The system will be available to both central and local public authorities.
