Lack of legislation on one-stop offices arouses incertitude
Launched at the end of 2005, the one-stop office in Sangerei district created with the efforts of the Balti branch of the Chamber of Trade and Industry and the USAID/ BIZTAR Project issues trade and service provision authorizations, construction authorizations, urbanism certificates and other related certificates during 10 days. Earlier, the businessmen obtained the given certificates after going to 14 institutions. The one-stop office is very popular among the entrepreneurs as only several months ago, an authorization or an urbanism certificate could be obtained during several months.
The head of the Balti branch Pavel Lupacescu was quoted by Info-Prim Neo as saying that not all the one-stop office are as efficient because there is no legislation that would regulate the work of these institutions and this leads to different interpretations and incertitude. Not all the public authorities recognize the documents issued by the one-stop office.
“Not accidentally, all the 15 one-stop offices launched with the support of foreign experts and the efforts of our specialists face similar problems,” Lupacescu said.
He also said that a better coordination between the central and local authorities and the NGOs that protect the interests of the businesses is needed in carrying out activities aimed at improving the business environment and simplifying the regulations governing the entrepreneurial activity.
As to the regulatory reform in districts, Lupacescu said that the Balti branch of the Chamber of Trade and Industry in January next year will launch the Register of Local Normative Documents for the economic entities operating in northern Moldova. “There is a register of documents that regulate the entrepreneurial activity at national level and the local authorities can use only the regulations included in this register. But at the local level, there is a large number of documents that the people do not know and that are interpreted differently by commissions and inspections. The Register of Local Normative Documents will remove the existing problems as the authoresses and the businessmen could access it both on the Internet and on paper.
