Lack of effective parliamentary control on executive affects development of democratic institutions in Moldova, study
The unbalancing of the ratio of powers generated a series of political crises in Moldova. During the last few years, the president of Moldova subjugated the legislative body, the exclusive and the judiciary, but such a situation is atypical of a parliamentary republic. This is one of the conclusions contained in the study “Parliamentary Control and Power Ratios Balancing Problems”, Info-Prim Neo reports.
The study made by IDIS “Viitorul” was presented on Thursday, November 5. The author of the study, senior lecturer Ion Creanga, says that though the Moldovan legislation specifies a number of parliamentary control methods and forms, these are used incorrectly and inefficiently.
In the study, Ion Creanga speaks about the power of the head of state, who kept the executive body under control, exercised directly the prerogatives of the Premier and of the head of the state administration and reshuffled the Cabinet as he liked.
The study contains recommendations for making the parliamentary control more efficient. The experts suggest improving the abilities and work of the MPs and keeping a record of the Parliament's tasks and orders regarding the drafting of legislative and normative documents given to the Government.
