Lack of authentic independence at NAER leads to accumulation of debts, opinion

The lack of authentic independence at the National Agency for Energy Regulation (NAER) and the non-adjustment of the electric power tariffs on time lead to the accumulation of debts, considers the ex-director of the Agency Victor Parlicov, who is an expert of the Institute for Development and Social Initiatives “Viitorul”. In an interview for Radio Free Europe, the expert said the financial deviations sustained by the companies that supply electricity weren’t included in the tariff because the NAER no longer enjoys the previous independence and is not free to take decisions, IPN reports.

Victor Parlicov noted that the Agency didn’t adjust on time the electric power tariffs in 2015 and then in 2016 and ignored the rise percentage stipulated in its methodology. Therefore, the Government accumulated a debt to Gas Natural Fenosa.

“When the tariffs were adjusted in July 2015, suspended and reapproved in November and then decreased in March 2016, I always said that these tariffs do not include the financial deviations that the investor must recoup,” stated the expert.

Victor Parlicov said the agreement between the Government and Gas Natural Fenosa for regularizing the recovery of financial deviations as a result of the non-adjustment of electric power tariffs in 2012-2015 is a great ‘fuss’. According to him, the Government did this because it enjoys a very low level of confidence and tries to gain electoral benefits where it should not try to.
