The summary of the second Kroll report, published by the National Bank of Moldova on December 21, raises more questions that should be answered by the government, say experts. The topic was discussed during the Cutia Neagra talk-show on TV8.

Lilia Carasciuc, executive director at Transparency International Moldova, said that the main question the summary report doesn’t answer concerns the final beneficiaries of the fraud. “We also want to know when the stolen money will be recovered, but I keep in mind that this investigation requires close collaboration with the Moldovan law enforcement bodies”, said Carasciuc.

She thinks some questions persist because Moldova is a captured state and the report authors didn't get access to information from several other Moldovan banks.

Economist Veaceslav Ionita said the authorities have to answer some of the questions that arise from the report. Moreover, some of the information presented by Kroll has been obtained from the National Bank. Ionita wonders why the National Bank did not provide this information to the people from the start, without international intermediaries. From how things stand, Kroll appears a kind of spokesperson of the National Bank.

Sergiu Gaibu, financial analyst at Expert-Grup, said the report is meant to aid and support the national authorities, but it's the latter who must do their job. “The detailed report can be used in later official investigations and prosecutions, which must be carried out by the Moldovan authorities”, explained Gaibu. He added that the information gathered by Kroll was “sufficiently public” for the national authorities to have done the investigation by themselves.

The second Kroll report explains how the money was stolen from the Moldovan banks and the countries they passed through. A summary of the report was published by the National Bank in the evening of December 21. The detailed report prepared by Kroll and Steptoe & Johnson remains confidential.
