Constituency No. 42: Cantemir, Cahul includes the town of Cantemir and another 9 localities of Cantemir district and also 26 settlements of Cahul district. The electors there will vote at polling places No. 42/1 to 42/56. The candidate who wins the largest number of votes in a single-member constituency, regardless of the voter turnout, emerges victorious.
The list of candidates on the ballot is topped by the Democratic Party’s candidate Elena Bacalu, a master of public administration and a member of Parliament. In 2011, she was named deputy head of Cahul district in charge of the social sphere. In 2015, she entered Parliament. Elena Bacalu heads the Cahul local organization of the PDM and is a member of the party’s National Political Council. For the last two years, the candidate and her husband declared about 725,000 lei salary revenues and over 240,000 lei pension and from leasing out a commercial area. The family owns farmland, a house, a commercial area and two cars.
The Party of Socialists’ candidate Vladimir Țurcan, a jurist and politologist by profession, is under No. 2. He entered Parliament on the Socialist ticket in December 2014 and is the head of the parliamentary commission on human rights and interethnic relations. According to alege2019.md, Vladmir Țurcanu worked only in the public sector. He now holds his fifth seat of MP, serving earlier as an MP on behalf of the Party of Communists. He served as Moldova’s Ambassador to Russia and, simultaneously, to Kazakhstan, Finland, Armenia, and Turkmenistan. He held the post of mister of the interior in the Braghiș Government. For the last two years, the candidate declared over 355,000 lei salary and more than 220,000 lei military pension. He owns two building lots, a house, two apartments and a car.
The third spot on the ballot is taken by the Shor Party’s candidate Vasile Lupașcu, a teacher by profession. According to alege2019.md, he worked as the director of the municipal enterprise “Apă-Canal Cantemir” and earlier as head of the Center for Investment Attraction and Transfrontier Cooperation of the Cantemir District Council. He also managed the individual building equipment leasing enterprise “Lupașcu Vasile”. For the last two years, the candidate and his wife declared over 65,000 lei salary and more than 53,000 lei pension. He earned 55,000 lei on his birthday party. Vasile Lupașcu owns an apartment and a car.
The candidate of the electoral bloc ACUM DA PAS Constantin Boeștean, a jurist and lecturer at the State University of Physical Education and Sport, comes fourth. He earlier held a number of posts of division head at the Ministry of the Interior. The candidate is a veteran of the Afghanistan war and a police colonel in reserve. For the last two years, the candidate declared about 143,000 lei revenues from teaching activity. He and his wife received over 198,000 lei pension. The candidate owns five lots of land, a garden lot, two apartments, a house and two cars.
The fifth spot is occupied by the Our Party’s candidate Roman Ciubaciuc. He is the incumbent mayor of Cantemir district, elected in 2011 on behalf of the Party of Communists. He earlier worked at the Comrat State Tax Service. For the last two years, the candidate and his wife declared over 235,000 lei salary revenues and no property.
The Liberal Party’s candidate Elena Damașcan, a zootechnician by profession, is under No. 6. She serves as a local councilor in Gotești commune of Cantemir district. As a local councilor, she gained over 10,000 lei in 2017 – 2018. In the period, she and her husband obtained almost 50,000 lei pension and allowances. The candidate owns a building lot and two wooded lots.
Independent candidate Iurie Crăciuneac, a master of political sciences, comes seventh. He works as a risk assessor and auditor in security and health at work at SRL “Itria-Grup”. Iurie Crăciuneac served as deputy minister of health, labor and social protection in the Government led by Valeriu Streleț in 2015, but in 2016 he tendered his resignation together with another two deputy ministers of the same ministry. For the last two years, the candidate and his wife declared over 273,000 lei salary revenues. The candidate also gained over 197,000 lei dividends and from the sale of an apartment. He owns a lot of land, other property and a car.
