Constituency No. 31: Chisinau municipality consists of a part of Râșcani district and of a part of Ciocana district. The electors there will vote at polling places No. 31/1-31/27. The candidate who wins the largest number of votes in a single-member constituency, regardless of the voter turnout, emerges victorious.
The Party of Socialists’ candidate Grigore Novac, a jurist and politologist by profession, heads the list of candidates in this constituency . In 2014, he entered Parliament and since then has been a member of the parliamentary commission on human rights and interethnic relations. He is a member of the National Council of the PSRM and a founder of the party’s public association “Garda Tânără” (“Young Guard”). In the campaign prior to the parliamentary elections of 2014, he donated 85,000 lei to the PSRM, in 2015, for the local elections – 95,000 lei, while in 2016, for the presidential elections – almost 75,000 lei. The candidate and his wife for 2017 and 2018 declared almost 348,000 lei salary incomes. He also gained over 207,000 lei in MP allowances. The candidate owns a house, a lot of farmland and a car.
The Shor Party’s candidate Iury Kuznetsov, a specialist in finances and banks, is under No. 2 on the ballot. Currently, he heads the Râșcani local organization of the Shor Party. He is on childcare leave and will look after the child until this turns three. Earlier, he worked at Banca Socială, the Footfall Federation and other places. For the past two years, the candidate declared over 247,000 lei revenues. He and his wife received almost 86,000 lei in maternity and paternity benefit. The family owns two apartments, two garages and two cars. Iury Kuznetsov also declared a holding of 33% in a trading and advertising company.
Independent candidate Mihail Cîrlig, a doctor by profession, takes the third spot. In 2007 - 2015, he headed Râșcani district of Chisinau and now manages the Employers Association of Condominium Co-owners Associations. In 2015, he took part in the local mayoral elections in Chisinau on behalf of the People’s Party. The candidate over the past two years obtained 50,000 lei salary and 520,000 lei from selling property. He owns two cars, three plots of land and two houses. Mihail Cârlig is the president, founder and co-founder of a number of limited liability companies.
The candidate of the electoral bloc ACUM DA PAS Liliana Nicolaescu-Onofrei, a philologist and Romanian language and literature teacher, is under No. 4. In 2013-2015, she served as deputy minister of education. Currently, she works at a number of educational public associations and is the vice president of the Party “Action and Solidarity”. In 2017 and 2018, she earned almost 393,000 lei and €3,200 revenues. The candidate owns parts of two apartments and a basement, a car and almost €20,000 in bank accounts.
The fifth place on the ballot is taken by the Democratic Party’s candidate Kiril Gaburici, who was named minister of economy and infrastructure last January. In 2003 - 2012, he worked at Moldcell. In February 2015, he was appointed Prime Minister of Moldova, but in several months tendered his resignation. For the last two years, the candidate declared over 440,000 salary revenues, more than 100,000 lei and €65,000 lei from selling property. The caudate owns three lots of land and parts of another two lots, six cars, a house, one fourth of another house, a production commercial area, a non-residential area, two apartments and one fourth of another apartment. Kiril Gaburici also possesses a collection of watches to the value of €120,000.
The Party of Communists’ candidate Igor Gritsko, a jurist by profession, is under No. 6. He is the first secretary of the Ciocana District Committee of the PCRM. In 2011 – 2015, he served on the Chisinau Municipal Council. Over the past two years, he and his wife received almost 90,000 lei salary and maternity leave. The family owns an apartment and a car.
The seventh spot on the ballot is occupied by the Liberal Party’s candidate Ilie Creţu, a jurist by profession. He now manages an Ltd and the Ciocana Youth Organization of the PL. For the past two years, the candidate declared over 201,000 lei salary revenues. Ilie Creţu owns a car.
