Constituency No. 23: Chisinau municipality embraces Botanica district of the capital city. The electors there will vote at polling places No. 23/1-23/28. The candidate who wins the largest number of votes in a single-member constituency, regardless of the voter turnout, becomes the winner.
The list of candidates is topped by the Democratic Party’s candidate, current MP Valentina Rotaru, a doctor by profession. She is a pediatric nephrologist and a doctor of medicine and earlier served as deputy minister of health. In 2016, Valentina Rotaru entered Parliament on the Democratic ticket. She is a member of the Parliament’s commission on culture, education, youth, sport and the media. For the last two years, she declared over 362,000 lei salary, 10,000 lei earned from selling a car and over 134,000 lei in allowances of MP. Valentina Rotaru owns a piece of land, a house, a garage and a car.
The Party of Socialists’ candidate, current MP Oleg Lipskii, a mechanic-engineer and a sociologist by profession, is under No. 2. He entered Parliament in December 2014 and is a member of the Parliament’s commission on public administration. Earlier, he held the posts of director of “MD-Trans” SRL, “Bаlcantrans” SRL and “MD-Trans” SRL. For the last two years, he and his wife declared almost 372 lei salary and over 150,000 lei allowances and rent. The candidate owns a part of a car, another four cars, two apartments, a part of another apartment, three garages and shares in SA “Neptun”.
The Shor Party’s candidate Petru Jardan, a jurist by profession, comes third. He is the director general of “Avia –Invest” company that manages the Chisinau International Airport. For the last two years, the candidate declared over 1.6 million lei salary revenues. According to the property statement, Petru Jardan owns a part of an apartment and a car worth €68,000.
The candidate of the electoral bloc ACUM DA PAS Vasile Grădinaru, a jurist by profession, is under No. 4. He is the founder and manager of the civil construction company “Move-Flex”. Earlier, Vasile Grădinaru managed the civil construction company “Service senza limiti”. He heads the Botanica local organization of the Party “Action and Solidarity”. For the last two years, the candidate and his wife declared over 3.4 million lei revenues. He owns a piece of farmland, an apartment, a car and other assets.
The fifth spot is occupied by independent candidate Sergiu Biriucov, a retired border guard. For the last two years, the candidate’s wife declared over 60,000 lei salary revenues. Sergiu Biriucov in the period gained over 3,000 lei interest on a bank deposit and over 153,000 lei pension paid by the Ministry of the Interior. The family didn’t declare assets in the property statement submitted to the Central Election Commission.
