Constituency No. 18: Orhei, Călărași includes a part of Orhei town and another 13 localities of Orhei district and also seven localities of Călărași district. The electors there will vote at polling places No. 18/01-18/48. The candidate who wins the largest number of votes in a single-member constituency, regardless of the voter turnout, becomes the winner.
The list of candidates on the ballot is headed by the Democratic Party’s candidate Vasile Costin, a mechanic-engineer by profession. He heads the Orhei Local Office of the State Chancellery. Before holding this post, since 2012 he headed the Orhei Labor Inspectorate. For January 1, 2017 – December 26, 2018, the candidate declared over 324,000 lei salary and about 7,000 lei earned from teaching, scientific and creation activities. The candidate owns a car and rents another car. He founded and manages the individual enterprise “Vasile Costin”.
The second place on the ballot is taken by the Shor Party’s candidate Ilan Shor, a jurist by profession, currently the suspended mayor of Orhei town. The candidate heads the Shor Party and is the founder and manager of the football club Milsami. He is also the president of the Foundation “Miron Shor” and of the Administration Board of Avia Invest SRL. For January 1, 2017 – December 31, 2018, Ilan Shor declared over 124,000 lei salary. He owns a plot of land, three apartments, a house and a garage, three cars and over 458,000 lei, €9,000 and slightly over US$ 1,000 in bank accounts as well as a holding of less than 1% in “Avantage” Ltd. Ilan Shor’s wife, Russian singer Jasmin, declared approximately 4 million rubles earned from entrepreneurial activities.
The Party of Communists’ candidate Svetlana Căpățină, an expert in political sciences and international relations, is under No. 3. She serves as a senior specialist-methodologist at the Orhei General Education Division. For January 1, 2017 – December 26, 2018, she and her husband declared over 382,000 lei salary. Svetlana Căpățină received about 14,000 lei invalidity pension. The candidate owns a building.
The Party of Socialists’ candidate Mihail Catraniuc, an economist and engineer by profession, comes fourth. He works as a commercial consultant at SRL “Ideal Shop” and is a member of the Party of Socialists’ National Council, being a member of this party since 2011. For January 1, 2017 – December 26, 2018, the candidate declared over 42,000 lei salary. The family also declared over 110,000 lei pension, rental and lease. The candidate owns two apartments, a commercial area and two cars.
The fifth place on the ballot is occupied by the candidate of the electoral bloc ACUM Platform DA and PAS Valeriu Munteanu, a jurist by profession. Valeriu Munteanu is a former minister of the environment and former Liberal MP. In 2007–2009, he was mayor of Floreni village of Anenii Noi district. In December 2018, Valeriu Munteanu left the Liberal Party and threw his support to the bloc ACUM DA PAS. For January 1, 2017 – December 31, 2018, the candidate declared 190,000 lei salary and more than 45,000 lei in allowances gained by him and his wife. Valeriu Munteanu owns a plot of land, a house, two cars and other property, including a 100% holding in two limited liability companies.
The Liberal Party’s candidate Dorin Zghibarța, a jurist by profession, is under No. 6. Dorin Zghibarța served as deputy head of Orhei district in 2015-2018 and as mayor of Morozeni village of Orhei district in 2007-2015. For January 1, 2017 – December 31, 2018, the candidate declared over 215,000 lei pension and salary. He owns three inherited pieces of farmland and a car. His family also possesses two plots of land and a house.
