Justice and children rights – most vulnerable aspects of human rights’ observance in Moldova
The Parliament asks to improve the activity of the Centre for Human Rights and implement the actions included in the National Action Plan in the field of human rights for 2004-2008. The MPs voted a decision in this respect on Friday, June 13. The decision was based on the report of the Centre for the Observance of Human Rights in Moldova (CDO) in 2006.
The CDO report, presented by the Parliamentary Human Rights Commission member Raisa Apolschii says that in 2006 the Centre received 1913 petitions (compared with 1270 in 2005). 1715 citizens were heard (1776 last year), of whom over one thousand are detainees.
According to the Centre, the most vulnerable aspects in what concerns the human rights are the justice, children rights, private property, freedom of association, right to opinion and expression etc.
The Committee for Human Rights has as well found several problems in this field, asking the ombudsmen to use their attributions to protect the constitutional rights and freedoms.
Christian-democrat MP Adriana Chiriac said that, besides the positive results in this field, the situation continues to be concerning. CDO became a more known and trustful institution, a fact confirmed by the higher number of petitions. At the same time, compared with the similar institutions of other countries, the Centre lacks the necessary capacities, one of the causes being the attitude of the Government and of the Parliament about the problems of this body, she said.
MP of “Moldova Noastra” Alliance Veaceslav Untila said for his part that the situation in the field of human rights did not improve, it is even worse. Although the top officials say that Moldova is progressing in fulfilling the Moldova-EU Action Plan, including in this field, the real situation is totally different. The communist government is superficially and irresponsibly treating the issue of human rights in Moldova, he stated.
The draft decision on the report was approved with the vote of the Communist MPs.
