The observance of the Constitution and the rule of law are the key objectives of the Institute of Constitutional Justice that was launched by a group of renowned jurists, law and constitutional experts of the Republic of Moldova. The members of the association aim to come up with expertise in the field of law, to unite the community of jurists of the Republic of Moldova and to promote the country’s national interests so as to contribute to increasing the citizens’ trust in justice.
Ex-president of the Constitutional Court Victor Pușcaș, in a news conference hosted by IPN, said that the association “Institute of Constitutional Justice” is a nongovernmental, apolitical and nonprofit organization constituted by the free will of the associated persons. Increasing citizens’ confidence in justice in the Republic of Moldova is the Institute’s priority.
“The Institute does not pursue political goals and does not support any political party, electoral bloc or candidate for a public post. It does not use financial resources or property to finance these. The Institute works transparently and publicly. In its activities, it promotes the constitutional values and national interests, the values of democracy and the rule of law, the partnership and open cooperation with private individuals and legal entities from the country and abroad,” noted Victor Pușcaș.
To achieve its objectives, the Institute of Constitutional Justice will stage public events centering on the basic human rights and freedoms, will promote the constitutional principles, norms and values by seminars, conferences, meetings, public lectures, roundtable meetings, webinars.
“Our first goal is to defend the basic human rights and freedoms, the interests of society and the Republic of Moldova. The second goal is to defend the constitutional principles, values and norms. The third goal is to promote the rule of law and statehood of the Republic of Moldova. We aim to promote the national interests and to ensure authentic justice,” said Victor Pușcaș.
“To strengthen the rule of law, science should be put at the forefront. That’s why the fight to restore the Academy of Sciences of Moldova to its former glory will be one of the main objectives of the Institute of Constitutional Justice. All the countries have academies of sciences, while our academy has been destroyed. A crime was committed. The restoration of the Academy of Sciences should be the subject of a national referendum,” said Doctor of Law Gheorghe Costachi.
“The Constitution enables us to strengthen society, to cooperate in the interests of society. As a judge, I regret the situation in which the law enforcement agencies are now. We will also present our opinion on the role of the mass media. The media are not the fourth estate but more than that. They should be the mechanism of activity of civil society. We will pronounce on the role of each of the state branches and will be making effort to strengthen these,” said ex-constitutional judge Petru Railean.
The Institute is managed by a Board that consists of national law experts, namely: Doctor of Law Victor Pușcaș, ex-president of the Constitutional Court; Stanislav Pavlovschi, former ECHR judge; Doctor of Law Petru Railean, ex-constitutional judge; Doctor of Law Veaceslav Zaporojan, ex-constitutional judge, Dumitru Pulbere, ex-president of the Constitutional Court, and others.
