Judgments to be posted on Net

Final decisions of the lower and appellate courts will be posted on their web pages. Parliament on Thursday, November 15, passed a relevant bill in first reading. Justice Deputy Minister Nicolae Esanu said the draft aims to fortify the activity of the courts of law. The publishing of debates is one of the pillars of the judicial procedure, said the minister, adding the courts’ sites are now under construction and due to become operational by the end of this year. According to the draft, the deadline for enforcing the amendments is 1 January 2010. Funding for these activities will be provided by the national budget and by the American Millennium Challenge Programme. Another bill passed Thursday in first reading, among others, compels judges to account for their incomes. The parliamentary Law Commission announced, however, that this provision is going to be removed by the time the draft is proposed for the second reading. The head of the Commission, Vladimir Turcan, explained that it is necessary to amend instead the Law on Declaration and Control of income and estate owned by public servants, judges, prosecutors, public functionaries, and certain persons vested with managerial competences.
