Judging by the way the idea of building an arena near Chisinau is presented, everything seems to be ready by now and the private partner that will execute the construction works is known, said experts invited to the talk show “Black Box” on TV8 channel, IPN reports.
Economic expert Gheorghe Costandachi, chairman of the European Social Political Center, said the way in which the idea is presented shows that everything is already prepared and the plan should only be given a legal form. Any large-scale partnership must be maximally transparent. “I’ve got the impression that the investor is already known, but a correct and transparent tender contest is needed,” he stated.
Dumitru Budeanschi, economic expert of the independent think taken “Expert Group”, said it is too early to speak about a project to build an arena as only an idea was presented for now. The Republic of Moldova needs an arena, but the most important thing now is for this idea to be implemented appropriately and in a participatory way. “I’m afraid that this project idea, until it becomes a project will turn into another “Airport” (project to concede the Chisinau Airport – e.n.) and all those who now support it fervently will disappeared later,” he stated. According to the expert, from electoral viewpoint the way this project is implemented, not how swiftly it is implemented is much more important now for the PDM.
Mihai Bologan, executive director of the company “Date Inteligente”, said the idea of erecting an area should have been formulated by a private company. Even if it was proposed by the state, a private company should make the biggest contribution. “This would be a very good project as long as we can attract foreign investors and we should only help them logistically to identify a plot, to change its purpose and not to hamper them with the building authorization, for example,” he stated.
According to the authorities, the Chisinau Arena will be built in Stauceni commune of Chisinau municipality under a public-private partnership and will have a seating capacity of 3,000-5,000 and generous spaces for sports and cultural activities, recreational areas, a roofed swimming pool and tennis court. An international tender contest will be soon announced to choose the contractors.
