Former member of Moldova’s delegation to the Joint Control Commission Ion Leahu considers the Transnistrian conflict settlement talks in the 5+2 format are useless. First or all, the fact that the Transnistrian region is recognized as an equal partner at the negotiating table runs counter to the decision of 1992, which stipulates that this is a component part of the Republic of Moldova. Secondly, this runs counter to the international law norms as an illegitimate party cannot take part in international talks, he stated in an interview for Radio Free Europe, quoted by IPN.
Ion Leahu said many things are done arbitrarily and, even if an agreement is reached, this will not be recognized as it will be signed by a party that is not a subject of international law. “What will those who recognized the format do? Will have to ask Russia to sign for Transnistria. Russia will not sign. Thirdly, for me the situation within the format is absolutely clear and Austria actually realizes it too,” he stated.
According to Ion Leahu, Austria, which holds the rotating OSCE Chairmanship, understood that if at least three factors – Russia, Transnistria and Moldova – do not suggest a coordinated project, there is no use convoking the format and only money is spent on accommodating and serving the participants.
Asked if evolutions or involutions are now detected in the Transnistrian issue, Ion Leahu said there are rather involutions in terms of the dream and hope of Chisinau to reunify Moldova. “As to the separatist regime, despite the problems faced the previous years, they see prospects and their prospects are related both to Moscow and to Chisinau. Moscow ensures encouragement, while Chisinau ensures the economic aspect, free trade with the EU, without taxes, export to Moldova, Romania and other countries, access to medicine, studies and many others,” he stated.
As regards the compromise reached by the presidential administration, Parliament and Government on the Transnistrian issue, Ion Leahu said if this is so indeed, the position is consolidated. However, President Dodon does not plead for the resolution of the Transnistrian conflict in the interests of Moldova, but implements a plan thought up by Moscow.
