The President of the Parliamentary Assembly of the Council of Europe (PACE) Mevlüt Çavuşoğlu urges the Moldovan parliamentary groups to have a constructive dialogue and jointly modify article 78 of the Constitution, which specifies the procedure for electing the head of state. “The Council of Europe is ready to act as a mediator in this dialog and become guarantor of the agreement,” Mevlüt Çavuşoğlu said in a news conference on March 25, at the end of his visit to Chisinau, Info-Prim Neo reports. Mevlüt Çavuşoğlu said he had been in Moldova eight months ago, when he headed a delegation of PACE observers at the July 29 early legislative elections. “I'm glad to have delivered a speech in front of the new Parliament today. However, it is regrettable that this Parliament did not manage to elect the head of state,” the PACE President said. Mevlüt Çavuşoğlu welcomed the decision to constitute a commission composed of representatives of all the parliamentary groups that will deal with the modification of article 78. Mihai Ghimpu said the given decision was taken at a meeting of the leaders of the Alliance for European Integration (AEI). “This does not yet mean that I abandoned the idea of holding a referendum,” the Head of Parliament said. The legislative initiative to set up the commission was submitted by independent MP Vladimir Turcan, the leader of the United Moldova Party. The MPs are to examine it at today's meeting. Ghimpu also said that the AEI will not discuss the pact proposed by Vladimir Voronin with the PCRM as the given issue will be examined by the parliamentary commission that will include Communist MPs as well. In the news conference, the PACE President also said that he listened to the position of every parliamentary group at separate meetings with their leaders in Chisinau. “At those meetings, I did not suggest solutions, but gave advice. I was sincere with my interlocutors. It is clear that the impasse should be ended and it is hard to imagine that new elections will take place. It is the Moldovan people and the party leaders that should decide how to solve the crisis. But the Venice Commission's recommendations should be taken into account as they are supported by the EU and the OSCE,” Mevlüt Çavuşoğlu said. As to the possible early elections, Mevlüt Çavuşoğlu said the elections must be organized in accordance with the European standards. The electoral rolls must be corrected and voting conditions should be created for the Moldovans who are abroad, he said. Asked when the Council of Europe will stop monitoring Moldova, Mevlüt Çavuşoğlu answered this will happen only when all the recommendations made by the Council are implemented. Moldova lags behind in such areas as the legal system, broadcasting, electoral legislation and others. He said he leaves Moldova with the hope that a compromise will be reached and assured that the PACE will continue to provide support to Moldova. Mevlüt Çavuşoğlu paid a visit to Moldova at the invitation of Speaker Mihai Ghimpu. In 2010, it is 15 years since Moldova joined the PACE.
