It is very important controlling laws’ implementation – Rene van der Linden

The Chairman of the Parliamentary Assembly of the Council of Europe (PACE), Rene van der Linden emphasizes the necessity of controlling laws’ implementation, because people’s life depends on what happens in reality, not only on the fact whether a law or another is adopted. The Chairman of the PACE made this declaration after meeting with Marian Lupu, the speaker of the Parliament. At the meeting, Marian Lupu informed the Chairman of the PACE about the actions undertaken by the Parliament in the light of honoring the engagements taken at the European forum. He said that the Parliament already approved in final reading 11 draft laws of those 18 included in the Program on implementing the obligations assumed in front of the Council of Europe. At the same time, the Parliament did not manage to initiate discussions regarding draft laws on political parties and multicultural tackling in the educational process. The first draft law will be debated at the beginning of the autumn session, and the second one will be presented to the government in the frameworks of the Educational Code, the speaker said. Rene van der Linden appreciated the actions undertaken by the Parliament in the light of implementing democratic reforms. At the same time, the European official emphasized the necessity of ensuring a proper implementation of the new laws of the Republic of Moldova and settling an efficient mechanism on monitoring the implementation of laws. The Chairman of PACE declared that the institution he represents will intensify the mechanism of controlling and monitoring democracy and human rights’ state in the member countries of the Council of Europe. According to the European official this mechanism will be applied both to the states staying at the monitoring and postmonitoring stage and to the states which overcame this stage. The chairman of PACE expressed his concern about the fact that police bodies are involved in torture cases and emphasized as well the necessity of intensifying the fight with the phenomenon of trafficking in human beings and of ensuring freedom of speech. On Wednesday, the European official also met with the ambassadors of the CoE member states, with the leaders of parliamentary factions. On Thursday, July 27, van der Linden will deliver a speech to the Parliament and afterwards will meet with the minister of Foreign Affairs and European Integration, Andrei Stratan, the prime-minister Vasile Tarlev and the president Vladimir Voronin. In the second half of the day, van der Linden will meet with the representatives of religious organizations of Moldova and in the evening will answer to the questions of reporters at a press conference.
