While the Socialist councilors of the Chisinau Municipal Council (CMC) declare that they have not formed an official majority within the CMC and that they are open for collaboration with all groups on individual projects, the councilors of the ACUM bloc and the Liberal Party think that de facto, the PSRM and the PDM, together with the Șor Party councilors, have formed a comfortable unofficial majority. Thus, the councilors of these three parties will vote on the projects that are convenient for them and on which they have certain agreements, IPN reports.
PPDA councilor Aliona Doros claims that from the first meeting of the CMC it is clear that an unofficial majority of PSRM, PDM and Șor Party councilors has been formed. According to her, this majority is also operating within the specialized commissions. “At the Urbanism and Architecture Commission, the Socialists were very insistent that the head must represent their party and the deal struck between the Socialist Party and the Democratic Party according to which a socialist chairman and a democratic secretary were elected was obvious. The same pattern of behavior is in the Social Commission. It can be seen with the naked eye that this majority has already been created. Whenever it is convenient to them, they form an informal majority and vote,” says Aliona Doros. According to her, Mayor Ion Ceban approached the PPDA group and told the councilors that certain projects will be approved with or without their support.
Vasile Grădinaru, head of the PAS group in the Chisinau Municipal Council, says that in the electoral campaign the current mayor, Ion Ceban, promised that there would be a technocratic administration in the city hall, but in fact he put forward for the post of deputy mayor candidates with political affiliation to the PSRM and the PDM. "Even the positions of deputy mayors were shared between the PDM and the PSRM. That is why it is as clear as day that upon voting on certain projects that have political substratum, the results will have these political colors. As for projects of social nature or in the interests of citizens, then these things will not be noticeable as all responsible groups will vote for such projects”, mentions the PAS councilor.
Socialist councilor Dinari Cojocaru specifies that the Socialists are open, as they have stated before, to work with all groups in the Council. He also maintains that there is no majority formed by the Socialists with another group in the CMC, but he would like to see who will not want to support the social projects that will be subjected to debate in the Council. "During the election period, each of us promised the electorate that even if his candidate does not become mayor, we, as councilors, will do everything possible to make the city work, to escape corruption and achieve maximum transparency in the City Hall," says Dinari Cojocaru. According to him, it is normal for the Socialists to play an important role in the CMC because they have the most votes.
The head of the PL group in the CMC, Ion Cebanu, is of the opinion that the Socialists must assume the majority that they have created together with the councilors from the PDM and the Șor Party. "Socialists are probably ashamed to say that they have an alliance with the PDM and the Șor Party in the CMC. Although it is obvious, they refuse to admit to it, claiming that in some cases they vote for projects for the common good, and that the CMC must be apolitical, as if we are not representatives of political parties and as if we were not elected on party lists," argues Ion Cebanu.
