Irrigation systems will be managed by water users associations
Moldova's Water Agency will transfer the right to manage the irrigation systems to the water users associations. Therefore, the creation of the legal framework for managing them is very important, Minister of the Environment Gheorghe Salaru said, referring to the bill concerning the water users associations that was approved by the Government.
The minister said that the transfer of this right is a condition stipulated in the Compact program, which is financed by the U.S. Millennium Challenge Corporation. US$80 million of the US$262 million grant offered for implementing the program will go to rehabilitate 11 irrigation systems that will be used to irrigate about 15,000 hectares of land.
Any private individual or legal entity that owns or has the right to cultivate land can become a member of the water users associations.
Minister Gheorghe Salaru stressed that the implementation of the law will not require large amounts of money, besides the grant provided for the Compact program. Money will be needed only to run and pay salaries to the employees of the Monitoring and Supervision Unit. These costs will be covered from the income tax and VAT collections as the number of workplaces wilt increase following the intensification of the agricultural activities.
