IPRE: Only 19% of provisions of Moldova-EU Association Agreement were implemented

Only 19% of the provisions of the Association Agreement between Moldova and the EU were fulfilled and the situation could yet worsen towards the end of this year owing to the political instability, says the second progress report on the implementation of the accord, compiled by the Institute for European Politics and Reforms, IPN reports.

The report covers the period between August and October 2015. The goal was to analyze the pace of implementing the Association Agreement. The Institute’s executive director Victor Lutenco said that owing to the political instability this year, the Government is much behind schedule. “At first sight, the Government’s figures concerning the implementation of the accord look well. However, it’s said that most of the activities planned for 2015 failed to be carried out. The schedule will become red immediately after December 31. The absence of the plan of action for the diaspora and migration is a big minus. This is very important, especially now that Europe faces a serious wave of migration,” stated Victor Lutenco.

“Of the 494 actions planned to be taken by the end of 2015, only 92 were implemented by October 31. This means that only 19% of the provisions were implemented this year. The other actions haven’t been taken or were carried out partially and are thus under implementation,” said Iulian Rusu, associate European integration policy expert of the Institute for European Politics and Reforms.

The Institute’s European integration policy moderator Iulian Groza said that one of the most important results achieved in the period is the completion of the procedure for ratifying the Association Agreement by the 28 EU member states.
