IPN on January 15 published an OP-ED article entitled “New visa suspension mechanism as an additional instrument targeting corruption in Moldova, Ukraine and Georgia”, which was signed by political pundit Dionis Cenusa. According to the politologist, the probability of suspension of visas will always be high as long as the quality of governance is dubious, the rule of law is volatile and corruption persists in different forms and dimensions as a practiced or tolerated method of daily survival of the public system and, respectively, of a large part of society. The broadcasters and distributors of media services that are within the jurisdiction of the Republic of Moldova are obliged to adjust their audiovisual program services and offers of retransmission services to the new audiovisual norms by February 12, which is within one month of the publication of the relevant law in the Official Gazette. The broadcasters and distributors of media services that are within the jurisdiction of the Republic of Moldova will ensure the protection of consumers of information from possible misinformation or manipulation attempts from abroad. The law allows for the retransmission only of news, feature, military and political radio and television programs produced in the EU member states, the U.S., Canada and in the states that ratified the European Convention on Transfrontier Television. Eight village of Hancesti district have connected their education institutions and mayor’s offices to biomass heating systems, replacing thus the gas- and coal-fired heating systems. Two of the villages applied green energy at all the public institutions. The initiative was supported through the EU-funded Energy and Biomass Project, which is a three-year project (2015-2017) with a total budget of €9.41 million provided by the EU within the EU4Energy initiative. The ban imposed by Russia on the imports of Moldovan wines made the national wine companies review the quality standards and look for new, safer markets, shows an analysis carried out by the Institute for Development and Social Initiative “Viitorul”. Such a situation was witnessed after the signing of the Deep and Comprehensive Free Trade Agreement with the EU. The top five EU states to which Moldova exports the largest quantities of wine are: Romania – valued at US$3.46 million, Poland – US$ 3 million, the Czech Republic – US$2.3 million, the UK – US$ 0.92 million, and Hungary – US$ 0.85 million. The legislation on the use of renewable sources of energy will be adjusted to the Community acquis. The Cabinet approved a bill to amend and supplement a number of relevant legal acts in its January 17 meeting. Under the bill, the Government is to set down rules for organizing and holding tender contests to choose companies willing to produce electric power from renewable sources of energy so as to encourage competition among large investors. The January 19 issue of the Official Gazette contained the law to ratify the agreement on readmission of persons between the Government of the Republic of Moldova and the Cabinet of Ministers of Ukraine (No. 276, December 15, 2017), pages 24-33. The agreement is a major objective of the Association Agreement with the EU (Moldova has now ten such agreements with third countries) and was signed with the aim of fighting illegal migration between the signatory parties. The Liberal Party (PL) considers the Republic of Moldova should leave the Commonwealth of Independent States (CIS). The Liberals drafted a bill to this effect and called on the Democratic Party to support it and show the people that the Moldovan government wants indeed the country to become part of the European Union. The chairman of the PL Mihai Ghimpu said the European Commission expressed its concern about the non-fulfillment of the requirements of the visa free regime that was obtained including with the effort of the Liberal Party. An audit report shows there are reasons for concern about the quality of air in the Republic of Moldova. The main challenges related to air policies faced by Moldova include the lack of a comprehensive set of legal acts on the quality of air. If the Republic of Moldova withdraws from the Commonwealth of Independent States (CIS), the prices of gas and electrical energy will grow, jurist Sergey Mishin stated in a TV program after the Liberal Party proposed that Moldova should withdraw from the Commonwealth.
