The Socialist councilors are to blame for the situation created at the municipal enterprise “Capital Constructions Division” of the Chisinau City Hall, whose assets were sequestrated, said the leader of the Liberal group on the Chisinau Municipal Council Ion Cebanu. Asked by IPN to present the position of the group on the Appeals Court’s judgment, the councilor said the Socialists created that situation.
“The Socialist councilors pursued the goal of blocking the activity of the given enterprise and their interests were only pecuniary in character,” stated Ion Cebanu.
He noted that namely the Liberals were those who warned the people and the Municipal Council about the situation at the enterprise. “We anticipated what will happen. It is the blame of the Socialists. They should answer for what is going on. Is this the way in which they want to government the municipality?” asked Ion Cebanu.
In an article on his blog in March, Ion Cebanu wrote that the Legal Assistance Division helped restore 11 million lei from “Fastcomtrans” SRL into the municipal budget because this company executed reconstruction works of a poor quality at the Theoretical Lyceum “Mihail Kotsiubinski” in Chisinau. He said that the given company was officially registered in the name of Elena Moldovanu, the sister-in-law of the Socialist councilor Oleg Onishchenko.
Ion Cebanu also wrote that in one of the meetings of the Chisinau Council, Oleg Onishchenko told him directly that he favored one more firm that caused damage of millions of lei to the municipal budget.
The possessions of the Capital Constructions Division were sequestrated at end-April based on a decision by the Chisinau Appeals Court. A temporary administrator was named to manage this Division, which risks being declared insolvent. The court took such a decision following an application filed by the representative of the creditor SC “Fastcomtrans” SRL concerning the institution of insolvency proceedings against the debtor Capital Constructions Division of the Chisinau City Hall.
