Investigation of bank fraud is politically motivated, “Expert-Grup”

After over five years of the commission of frauds in the banking sector, public opinion does not yet have clear answers as to what happened then and who is to blame. Even if a number of investigations were conducted, recover strategies were worked out and parliamentary commissions of inquiry were constituted, the result is the same – there are more questions than answers. It is yet clear that the frauds and the investigation process were and continue to be politically motivated and are a too difficult test for the justice system, says the publication “Economic Reality: top ten economic events of 2019 and top ten challenges for 2020” produced by the Independent Think Tank “Expert-Grup”, IPN reports.

According to the experts, the investigation of the bank fraud remains a case of increased interest for society and a major challenge for the authorities, especially because the agreement with the IMF, which kept this commitment alive, expires next March. With the passing of time, the chances of recovering the stolen funds decrease and the burden on the Ministry of Finance, which has to use taxpayers’ money as well to repay the debt to the National Bank of Moldova, increases.

The experts make reference to the ensuring of the juridical and decision-making independence of the National Bank of Moldova. The central bank should prove its independence by distancing the monetary policy from the interests of the government. On the other hand, Parliament should ensure the appointment of apolitical persons as managers of the Bank given that the terms in office of two of the vice governors expire in the middle of next year.
