Introduction of special local tax on units of transport may help solve road repair problem, IDIS experts
The local public authorities responsible for the repair of roads do not have financial resources to intervene as the central authorities distribute the money arbitrarily and discriminatory, says a study carried out by the Institute for Development and Social Initiative "Viitorul", quoted by Info-Prim Neo.
The author of the study Ion Beschieru says the law on roads does not recognize the territorial administrative units' right to own local roads, but this runs counter to the Constitution. In such circumstances, the Government should cover the costs of maintaining the local roads.
The introduction of a special local tax on the units of transport can help solve many problems and repair the local roads that risk becoming impassable, said Aliona Timofeenko, co-author of the study. The present Fiscal Code does not allow the local public authorities to introduce such a tax.
"The central authorities shared responsibilities, but do not provide financial assistance,” say the authors of the study. They consider only the completion of the fiscal decentralization reform and the adoption of a new law on local public finances will enable the local authorities to properly fulfill their duties in a country in which the fiscal decentralization lags behind the administrative decentralization.
