Promo-LEX considers the Ministry of the Interior only imitates the public consultations process. In a communiqué, the association says that the proposals formulated in the public consultations on the reorganization of the Ministry’s Prosecution Department have been fully neglected by the authorities. On the other hand, the Ministry says that it took into account the proposals put forward by civil society, Info-Prim Neo reports. Within the reform at the Ministry of the Interior, the Prosecution Department is to be transformed into the General Prosecution Division that will be controlled by the General Police Inspectorate. ”We think that the initiative to amend the decision concerning the structure and personnel units of the General Police Inspectorate is incomplete. The prosecution service must be strengthened by excluding the prosecution officers from the composition of the inspectorate and by creating a common prosecution service at the Ministry,” said Promo-LEX. The association believes that the institution of prosecution subdivisions at the border police, which do not form part of the Ministry’s prosecution system, represents a first step towards the dismemberment of the common prosecution system of the Ministry of the Interior. “We consider that the prosecution officers from the border police do not have well-determined procedural competence or this competence will be decided by the prosecution bodies,” stated Promo-LEX. The communiqué also says that a number of proposals were submitted to the Ministry, but they weren’t taken account of. “We regret that the public consultation remains a process simulated by society,” said the association. Contacted by Info-Prim Neo, the Ministry’s spokeswoman Daniela Belic said that the institution knows and took into account the position of Promo-LEX. “A consultation process is not yet a negotiation process. The Ministry of the Interior knows Promo-LEX’s position and the association knows the stance of the Ministry’s Reform Center,” she stated.
