The Ministry of the Interior presented for public debates the draft Government Decision on the approval of the strategy for reforming the carabineer troops for 2017-2020. Under this, the carabineers will be reorganized and integrated into the police system by keeping the military status, organizational and functional particularities and operational independence, IPN reports.

The strategy suggests that the Carbineer Troops Department should be transformed into the General Carabineers Inspectorate. A dual police system will be thus established, which includes civil police bodies (Police) and military bodies (Carabineers). This model is applied in such European states as Italy, France, and Romania.

The restoration of public order will be the main duty of Carabineers, while the Police will maintain public order.

Until the General Carabineers Inspectorate becomes fully operational, the ensuring of public order should be the secondary duty of the Police and the Carabineers as none of these can appropriately cover the national territory alone.
