Interim mayor requests suburb mayors to tighten belts

A number of Chisinau suburb mayors are confused about the order of interim mayor Veaceslav Iordan to reduce by up to 10% the expenses for tap water, power and heat, and claim that this way the City Hall tries to find money in order to cover the expenses the heat supplier incurs, Info-Prim Neo reports. At the City Hall session held on February 5, Iordan requested the mayors to reduce utilities expenses, claiming that the budget for the current year was already approved, and it should be distributed wisely. Several mayors doubted that Iordan’s orders would be strictly followed, given that the charges for utilities essentially increased. [“We can no longer tighten our belts”] [Mayor of Ciorescu village Boris Plesca] told Info-Prim Neo that it would be hard to follow this order, after the recent increase in water and heat charges. Budgetary institutions in the village operate in a strict economy regime, so that “no one could tell how we can cut the expenses by 10% more”, says Boris Plesca. [Mayor of Tohatin Sergiu Cibotaru] was indignant about this order, saying that the heads of budgetary institutions such as schools or kindergartens permanently solicit additional resources, being unable to administrate their institutions within the existent financial limits. “I don’t know how we can tighten our belts more in order to survive”, Cibotaru stated. [Colonita’s mayor Maria Iarmenco] also expressed a critical opinion on the reducing of expenses. She considers that local public administration will no longer be able to act, being practically strangled. Iarmenco also says that the limits which are currently imposed upon budgetary institutions are tighter than their necessities are, and if they will continue diminishing, their further existence would be in question. “We haven’t even heard arguments on the necessity of economising exactly 10 percent, not less nor more”, says Iarmenco. [Mayor of Stauceni village] Ion Dragomir says that this Monday, after the session at City Hall he had a meeting with the leadership of the school, kindergarten, Culture House and the Music School, and all of them are indignant about the conditions in which they are imposed to work. In his opinion, these methods aim the accumulation of those MDL 250 mln, needed for covering the expenses of the “Termocom” JSC after the increase in price for heat and the municipality’s promise to cover the tariff difference from the local budget till the local elections. [Mayor of Cricova Valentin Gutan] affirms that local mayoralties are also interested in saving money, but he doesn’t see how this fact is possible when the budget is scarce and the prices and charges continue to grow. On the other hand [Mayor of Durlesti Veaceslav Nedelea] stated that the attention of the interim mayor for the management of budgetary financial resources is motivated. He says that he will think on how he could execute this order and reduce utilities expenses by 10%.
