The institutional framework in road administration need major improvements, and the procurement market in this field is underdeveloped and allows for cartel agreements, believe the analysts from Expert-Grup, who presented a study in the field, on Thursday, August 2.
They recommend the foundation of an agency responsible for the Traffic Fund, which would be governed by a separate board. Additionally, they mention the necessity for improving the administrative capacity of the State Road Administration and increasing transparency in the process of administrating and planning roads.
The Traffic Fund quadrupled in the last four years, going over 1 billion lei in this year. Overall, for 2012, the volume of sources financing roads is almost 2.2 billion lei, of which almost 900 million are from foreign sources, these requiring an even better administration, according to the study.
