The inhabitants of an apartment block on Liviu Deleanu Street, Buiucani district of the capital, complain about the building, called by them abusive, of an apartment block by the Regional Development Agency (ADR). They convened, together with the interim chairman of the Association „Moldova mea”, Fiodor Ghelici, a press conference in this sense, on Tuesday, July 4. According to the plaintiffs, the new building is build close to the blocks they live in and lacking the necessary for the construction, violating the parameters set regarding the space between the blocks, trees cutting and damaging of the playground for children. More than this, the house is built in a zone attacked by erosions. In order to stop the construction, dozens of inhabitants of the zone, with their children, built a live fence in front of the building machines and dozens of policemen, including those of the special destination brigade „Fulger”, involved by the central authorities. According to Ghelici, the owner of the future building, ADR, states that the apartments will be built for budgetary persons, thing contradicted by the huge amounts they have to pay for owning such apartments. According to him, the representatives of the construction company state that this building will have 108 apartments, while ADR mentions only 36. According to a protestant, jurist Natalia Ctitor, the construction began with clear violations of the procedure, including the lack of the construction authorization and compulsory consultations with the inhabitants of the near blocks. Moreover, the results of the geologic expertise the builder have, show that the subterranean waters are at an acceptable depth, even if in 1986 a building site was closed on this place because of phreatic waters that flooded the basement, Ctitor noted. According to an inhabitant, Elena Scutaru, the surface between the blocks obstructs access and doesn’t allow playgrounds for children. The inhabitants of this area mentioned that they have appealed to different instances, but without any result. According to them, ADR head Igor Seminovcher threatened them that „they will be arrested and sentenced” if they continue to impede the construction works, promising to bring, if necessary, thousands of policemen to stop the protests. The inhabitants are decided to appeal in court and international bodies, including ECHR, to stop the construction of the building endangering their lives and health.
