A company specialized in the assessment of information systems, identified by the World Bank, is auditing the Automated Information System for Primary Medical Assistance. According to the Ministry of Health, in the middle of November, the company is to present a report on the functional state of the system, IPN reports.
The project to create the system was initiated in 2013. A public tender contest was then held and the system was to be worked out and put into operation by the end of July 2015. However, in August 2015, it was established that the responsible company didn’t completely fulfill the contract. In November the same year, a working group was created to identify the problems of the information system, but the specialists didn’t find technical solutions and the Ministry of Health requested the World Bank to identify an expert audit company.
After the audit results are presented, the Ministry of Health will decide what steps to take. If the implementing company assumes responsibility for the possible faults and removes them, the information system could become operational by this yearend. If it is not possible to fix the technical problems, the company that worked out the system will be sued so as to recover the investments.
The value of the contract for the implementation of the Automated Information System for Primary Medical Assistance is 19 million lei. The Ministry of Health hasn’t yet signed the document on the receipt of the system and has yet to pay about 6 million lei to the company, but will not transfer the money until the system becomes functional.
The information system is a common national platform that incorporates information about the state of health of patients and enables to schedule an appointment with the doctor online.
