An independent report asserts that the democracy, rule of law, justice, countering of corruption, fundamental rights, economic reform are commitments which were partially fulfilled in what concerns the implementation of the Action Plan Moldova-EU. Within “Euroforum”, a framework for cooperation and consultations set up by the European Initiatives Programmes of Soros-Moldova Foundation, the representatives of 13 NGOs worked out an independent report which deals with the results of the two year implementation process of the Action Plan Moldova-EU within the European Neighbourhood Policy. The independent report can also be seen in the context of the Evaluation Report of the European Committee of December 4, 2006, whose structure and style were to a great extent maintained. However, it has own conclusions and recommendations. The independent report was worked out to improve the quality of debates related to the implementation of the Action Plan, as well as to contribute to a better acknowledgement of the real situation of Moldova by the European Commission and the EU member states. The report has a series of recommendations which can be used for the political document that will follow after the present Plan. The authors of the report consider that both the conclusions and recommendations aim at improving the quality of the dialogue between EU and Moldova, as well as the process of democratic and economic reforms in the country, overcoming in this way the often declarative character in this field. This report will be useful for the persons from the European institutions, Moldovan authorities, which have to implement the Plan, and the representatives of the civil society, including media.
