The asphalt on Alba Iulia St wouldn’t have crumbled three months after repaired if an independent commission had supervised the works and if the lab analyses of the used materials had been done by international experts, Minister of Transport and Road Infrastructure Anatol Salaru said, quoted by Info-Prim Neo. In a news conference, the minister said the winner of the tender contest executed the works on Alba Iulia St, supervised them and performed the laboratory analyses. Anatol Salaru said that in case of an independent analysis, usually international, the repaired roads have a guarantee of 12-15 years if maintenance works are executed every five years. In a TV program earlier, Mayor General of Chisinau Dorin Chirtoaca said that two laboratory analyses were performed after Alba Iulia St was put into operation – one by a private company and the other one by the company that executed the repair works. None of them identified irregularities. The third examination carried out when the street started to crack showed there was used insufficient tar and asphalt of a poor quality. The company that repaired the road - SA “Edilitate” whose main shareholder is the Chisinau Municipal Council – is to repair the street again. The costs are estimated at 10-15 million lei. After repaired, Alba-Iulia started to be used on October 14, 2010. The works cost over 30 million lei. Three months later, the street stated to crack and crumble.
