Incidents in election process reported by Promo-LEX observers

The observes of Promo-LEX Association by 10 a.m. reported over 20 incidents in the election process. Six polling stations were opened with insignificant delays of up to 10 minutes. At four polling stations, the video cameras weren’t turned on when the polls opened, while at a number of stations the solemnity of the voting process by playing the national theme and hoisting the state flag wasn’t ensured, as the new provisions of the Electoral Code stipulate. There were also reported cases of electoral advertising, non-ensuring of the secrecy of the ballot and the presence of unauthorized persons inside and near polling stations, IPN reports.

In a news conference, the head of Promo-LEX’s election observation mission Nicolae Panfil said that static observers work at 175 polling stations. Another 445 stations will be monitored in the course of the day by 50 mobile teams of the Association. By 10 a.m., there were examined 21 incidents of the 27 reported by the observers.

It was established that 78 polling stations are not heated. One case of electoral agitation was reported at a polling station in Balti or within 100 meters of this. In two cases, in Vărzărești village of Nisporeni district and in Maximovca village of Anenii Noi district, electoral advertisements were detected. Also, in Corjova village of Dubăsari district and in Mălăiești village of Orhei district, unauthorized persons were present inside the polling station or within 100 meters from this.

Nicolae Panfil said that at a polling station in the suburban settlement Bubuieci of the municipality of Chisinau, the polling booths were placed so that the secrecy of the ballot could not be ensured, with the open part to the hall.

In another six cases, the ballot boxes weren’t sealed in accordance with the legal procedures. In three cases, the filming of the voting process was interrupted. In another three cases, the state information system “Elections” could not be accessed. The names of voters were put on paper and will be later introduced into the system.

A number of 609 polling stations were opened for the runoffs that are held today in 273 localities and more than 839,000 persons are expected to cast their votes there. Another 11 polling stations were established for the elections that are rerun in eight localities and over 12,000 electors are to vote there.

The voters who for health or other valid reasons cannot go to the polling station need to submit a written request to the electoral office to ask for a mobile ballot box. Voters can also request to vote at the place of residence on election day by submitting a request in written form, but with the presentation of a medical certificate, by 2pm.
