The reforms in Moldova’s justice sector are done so as to eliminate any possibility for competent people to come to the system, said lawyer Ilie Rotaru. According to him, all the contests staged so far by the ruling party have been farces, including the contests to fill the post of ombudsperson and the post of chief of the Anticorruption Prosecutor’s Office.

In a news conference hosted by IPN, Ilie Rotaru said that inadmissible phenomena talked place in the national justice sector. “During 30 years, we have dealt with the justice sector reform, with the reformation of the country, but remained in the same point. The situation has worsened and we do not see any way out. The main problem is that all those who did reforms in the justice sector designed them so as to prevent competent and upright people who are determined not to take bribe from coming to the system,” stated Ilie Rotaru.

According to him, there is information that all those who were named to posts by the ruling party were financed by different European institutions. Some received salaries of 40,000 to 60,000 lei. The contest for the post of chief of the Anticorruption Prosecutor’s Office that was won by Veronica Dragalin was a farce. “If this contest has been held according to the principles of professionalism and competence, Veronica Dragalin wouldn’t have won it even if she worked in the United States,” said the lawyer.

Ilie Rotaru also said that he notified of the involvement of MPs, prosecutors and judges in the protection of criminal groupings, especially in the “Gemeni” case, but he hasn’t received any response to his letters. There are criminal cases started at the beginning of the 2000s, which continue being investigated.

In the same news conference, Oleg Chirvas, retired major, said that he unfairly served time in jail and knows very well how criminal cases are fabricated in the Moldovan justice system. Even if he was awarded 120,000 lei damages, the Chisinau Appeals Court and the Supreme Court of Justice decided that the injured party should not get anything. He considers he was wronged by the system.
