Igor Zubcu named acting president of National Trade Union Confederation

Oleg Budza was dismissed as president of the National Trade Union Confederation of the Republic of Moldova. A decision to this effect was taken by the organization’s General Board on December 2, even if the meeting was initially set for December 14.

The Board also decided that the post of acting president of the Confederation will be held by Igor Zubcu, who is also the vice president of the Trade Union Federation “Sănătatea”. Igor Zubcu will hold this post for six months, until the fourth Congress of the Confederation that is to take place at the start of next June.

Contacted by IPN for a comment, Igor Zubcu said that as the acting president of the Confederation, he will lay emphasis on the strengthening of the trade union movement, improvement of the image of trade unions, strengthening of the social partnership, especially at the national level, solving of problems related to the trade union heritage and aspects of safety and health at work.

Asked if he will continue to serve as vice president of “Sănătatea”, Igor Zubcu said he will probably vacate this post if there are conflicts of interest.


Oleg Budza had held the post of president of the National Trade Union Confederation of the Republic of Moldova since 2009. Oleg Budza’s resignation was earlier sought by the Executive Office of the Education and Science Trade Union Federation that filed a complaint against him about “embezzlement through illegal dealings with loans”.

A report produced in June by a Parliament’s inquiry commission into the privatization of union property found Ilan Shor to be the biggest beneficiary, with a company affiliated to the oligarch Vlad Plahotniuc also being involved. It’s believed, among other things, that Budza put up union property as collateral enabling Shor to defraud his own banks.
