Igor Munteanu: We did not find confirmation that "Avia Invest" would have invested its own money in the Airport

The chairperson of the parliamentary commission that studied the concession conditions of Chișinău International Airport, Igor Munteanu, PPDA MP, ACUM bloc, claimed that no documents have been found to certify that the "Avia Invest" company has ever invested its own funds into the Airport. Igor Munteanu made the statement at the TV8 show "Cutia Neagră".

According to him, initially, the former Orhei mayor Ilan Șor, who is internationally wanted, did not appear in any documents that were signed on behalf of the "Avia Invest" company. "Avia Invest" status changes occurred over the course of 2014. In 2014, a group of companies controlled by the Șor group withdrew money from "Avia Invest", which had started to generate profits.

"The connection between Șor and "Avia Invest" is complex because no money was invested. On the contrary, the Șor group withdrew money from" Avia Invest", which had started to generate certain profits. This concession was a real "goose that laid golden eggs" for the companies managed by Șor. The 9 euros airport tax alone, multiplied by 2.8 million passengers, raked in about 20 million euros, while other taxes related to the services offered to the planes entering the airport reached about 81 million euros in a single year. The sum is huge and practically covers twice the responsibility of this concession company towards the Airport”, said the MP.

Igor Munteanu said that in 2015, the head of the National Anticorruption Center, Viorel Chetraru, requested the suspension of the concession contract due to many alleged illegalities committed by "Avia Invest". "No attention was paid to this report. The Republic of Moldova headed into a year of strong crises after the bank fraud. The airport was somehow at the periphery of public attention and nobody paid attention to the procedure violations that occurred during concession”, said Igor Munteanu.

The MP considers that the termination of the Airport concession contract and holding accountable those responsible is of utmost importance.

Last week, after the report hearing of the Inquiry Commission for the evaluation of the preparation and conduct of the concession of the Chișinău International Airport, the Parliament asked the executive branch to launch the cancellation procedure for the concession of the Airport via a competent court from Moldova. Chișinău International Airport was concessioned for a period of 49 years in the autumn of 2013, to the "Avia Invest" company.
