Moldova’s former ambassador to the United States Igor Munteanu launched the volume “Complex public policies” with public policy analyses and techniques intended for the next generations. The launch was held at the Libraria din Centru bookshop in Chisinau, IPN reports.
According to the author, the format of the book is due to the pursued goal, which was to bring into the university community a new approach to the currents designed to modernize Moldovan society, for the generation that is to appear. “When you stay for a longer period of time outside the country, you realize how wide the gaps between the Western societies and the Moldovan one are, how different the publicly discussed themes are and how poorly anchored the public issues we discuss in Chisinau are to the real themes that are heatedly debated by the Western societies,” said Igor Munteanu.
He noted that he started to write this book when the period of turbulence started in Moldova. It happened at the beginning of 2014, when the political agenda wasn’t very clear, at least for the diplomats. “The idea of the triangle is an important thing to which I drew attention: for example, in the United States nothing happens and no law is passed until a consensus between the business sector, the political class and the U.S. administration is reached,” stated the author.
According to the director of the Institute of Political Science and International Relations of the Romanian Academy Dan Dungaciu, Igor Munteanu’s book is about how bureaucracy can be effective, what the bureaucrat must know to be effective and what relations they should have with society. “The bureaucrat is not a political man, but it’s not bad for the political man to know what Mister Munteanu writes about,” he said.
According to the lecturer of the University of Bucharest Marian Zulean, the book presents solutions for perceiving the government from the democratic perspective. “From this perspective, it is a very useful ‘breviary’ for technocrats, for politicians and for civil society. It is a book for everyone,” he stated.
Igor Munteanu is the author of a number of monographs and collective scientific works that appeared in Moldova and Abroad. In 2010-2015, he served as Moldova’s Ambassador to the U.S., while now he is the executive director of the Institute for Development and Social Initiatives “Viitorul”.
