Igor Klipii: Hybrid war can be counteracted by political will and coherent messages and policies

A hybrid war can be counteracted by political will and coherent messages and policies that will strengthen society and will make it more resistant to manipulation, Igor Klipii, secretary general of the Coalition for Unity and Wellbeing (CUB), stated in IPN’s public debate “Hybrid war: manifestations, dangers, solutions”.

Referring to the goals and objectives of the hybrid war waged by Russia on Moldova, Igor Klipii said the basic idea of Russia is to maintain destabilization and lack of homogeneity inside society in Moldova. “We, those from the Republic of Moldova, do not yet know who we are and this suits Russia. The goal of Russia is to maintain us in a useless discussion that keeps us far from our national interest: prosperity and security”, he stated.

According to Igor Klipii, from election to election, political forces with diametrically opposed positions have come to power in Moldova and this fact deprives the policies and views of continuity.

“Thirty years have passed since the war in Transnistria and we haven’t yet had a discussion where to say it what solution our society wants. Normally, a society should know the conditions of the red line, the model we would all accept. We do not yet know what was there in Transnistria and the perpetuation of internal chaos, the lack of homogeneity in the Republic of Moldova is one of the goals of the hybrid war in the Republic of Moldova,” stated Klipii.

Moldova’s ex-Ambassador to Lithuania noted that avoiding any ambiguity is the first solution for counteracting this hybrid war and this should be done by the political class first of all.

“The solution is to avoid any ambiguity. This should be excluded by the political class. The hybrid war or the attack on the Republic of Moldova banks on this nuance. We should show clarity and a correct attitude to the legal framework. This exists for being obeyed. My message is that a hybrid war can be counteracted by political will, by a coherent message, by coherent polices and it will be then harder to divide and manipulate society. When they come to power, the parties often preferred to secure the chances of perpetuating their power than to implement principled things that are painful and we therefore cannot overcome this state of affairs,” said Igor Klipii.

The public debate entitled “Hybrid war: manifestations, dangers, solutions” was the 280th installment of IPN’s project “Developing Political Culture through Public Debates” that is supported by the Hanns Seidel Foundation.
