The practically permanent political instability witnessed in Moldova during the last few years is due to party switching involving MPs and particular actions of the Constitutional Court, especially those related to the President’s suspension, President Igor Dodon said, when answering a question put by IPN’s reporter in the program “President Responds”.
“I think there are several elements that generate this political instability, first of all party switching involving MPs. They enter Parliament with one party, but later half of the parliamentary group changes the group and this leads to instability. The Constitutional Court had been another destabilization factor during the last five-six years. There is also the whim of Moldovans that prevents the ruling party form doing its job,” stated President Dodon.
According to him, to exclude the given risks, he formulated a number of legislation amendment proposals so as to make the switching of MPs from one group to another more difficult.
“It will be hard to amend the Constitution as the Venice Commission says that this cannot be done, but some filters can be established to prevent the MPs from leaving the group during two years or even during four years. They cannot be members of other parliamentary groups. If they leave the party, they should return the money spent on them to the budget, not to the party,” he stated.
To remove the risk related to the Constitutional Court’s influence on the political stability, Igor Dodon said the method of electing the members of the CC and of running this Court should be amended. “We have ideas and will propose amendments to the Constitution,” concluded the official.
