If Moldova is divided into electoral constituencies, according to the number of residents, 75% of the MPs will represent the districts and only 25% will be from Chisinau. This is stipulated in a bill that provides for the institution of the uninominal vote, Info-Prim Neo reports.
The author of the bill, First Deputy Speaker Vlad Plahotniuc suggests that the 101 lawmakers should be elected by direct vote. The candidates are now fielded under party lists, while the voters elect the parties, not the MPs. The author also proposes dividing Moldova into 101 electoral constituencies that will include the Transnistrian region.
Under the bill, the candidates will be elected by direct vote, as the mayors. If a candidate polls 50% plus a vote, he/she is considered elected. If the candidate does not obtain a majority of votes, the second round of voting is held. The winner is the candidate who polls the larger number of votes. Vlad Plahotniuc said that these amendments to the electoral system will help decentralize the decision on the designation of candidates.
If the bill is passed, the electoral threshold will be removed and the small parties and independent candidates will have more chances of being elected. The informative note to the bill says that from social viewpoint, the proposed amendments offer every citizen wider access to the decision-making process at legislative level, through the elected MP.
At the same time, the responsibility of the parties that remain the main political organizations empowered to promote staff for the political system will increase. The parties will have to take into account the competence and credibility of the candidates fielded by the voters from the uninominal constituency, said Vlad Plahotniuc.
