The Institute for Project Development and Expertise (IDEP) Moldova proposes making the Chișinău-Ungheni highway a national priority and including it in the cabinet's Action Plan. The Institute recommended to initiate a dialogue with the European Investment Bank and the European Commission in order to obtain support for the preparation of technical documentation and the construction of the highway. The announcement was made by Iurie Calestru, IDEP Moldova program director, at an IPN press conference.
According to Iurie Calestru, IDEP can present to the cabinet the correspondence with various European officials, the debates held at the European Parliament and details regarding the highway construction financing, given that the project has been in the works over the course of the past two years.
Iurie Calestru said that improving the connectivity of the Eastern Partnership countries is a priority for the EU, which means that there is a possibility of receiving support for the construction of the highway. The emergence of a major infrastructure objective can provide Moldova with a solid basis for the replication of best practices and for the implementation of new technologies, such as electric vehicle fast charging stations, recyclable asphalt and wi-fi on the highway.
Some technological risks include a lack of local entrepreneurs capable of developing major infrastructure objectives, a lack of raw materials, which will have to be imported, and a lack of large-scale eco-smart solutions. However, demand generates supply, the IDEP program director pointed out. If progress is registered in the area of the rule of law, international economic players will show interest in Moldova, while local entrepreneurs might start expanding.
Moldova could eventually plan to connect the motorway with the East–West Motorway (Târgu Mureș-Iași-Ungheni Motorway), which will soon be built, as construction works have already been announced. Moldova can connect to this motorway, which will attract investment, jobs and, as a result, boost the integration process into the European Union.
IDEP will approach the minister of Infrastructure and Regional Development for a possible collaboration, as the Institute is ready to provide the necessary know-how.
