The access to Romania through state border crossing points remains barred for foreigners and stateless persons. The members of the families of Romanian citizens or citizens of other EU member states or countries of the European Economic Area or of the Swizz Confederation, with residence in Romania, are an exception. Entrance will also be allowed to persons with a long-stay visa, a stay permit or a document equal in value to the stay permit issued by the SMUE authorities or an equivalent document issued by the authorities of other states, in accordance with the EU law, IPN reports.
The persons who travel for professional purposes and have a visa, permit of stay or another equivalent document and the diplomatic or consular personnel, personnel of international organizations, military personnel or personnel that can ensure humanitarian aid, passengers in transit, including those who are repatriated following the granting of consular protection, passengers who travel for imperative reasons and persons who need international protection or have other humanitarian reasons will also have access to Romania.
In a press release, the Embassy of Romania says the suspension of flights is extended, with some exceptions. The international passenger transportation services through regular routes, special regular routes and occasional services in international traffic are suspended until June 1, 2020.
As of May 15, all the persons who come to Romania from abroad will have to temporarily self-isolate at home together with the family or persons with whom they live. Those who cannot self-isolate at home can opt for institutionalized isolation in places provided by the authorities. Drivers of freight trucks with a maximum authorized capacity of 2.4 tonnes, MEPs, MPs or personnel of national public defense and national security systems, aircraft pilots and navigating crews are an exception.
