Those who want to modify their equipment for measuring the final electricity consumption must make a request to the system operator to which they are connected. The clarifications were made by the National Agency for Energy Regulation following the decision to introduce differentiated charges according to the hours of consumption for electricity.
In the case of non-household consumers, this will be possible first of all if the existing meter can record the consumption on hourly intervals. If so, then the unsealing, meter programming and sealing will be carried out by the system operator's specialists and the final consumer will bear the costs related to the execution of the respective works.
If the existing meter of the non-household consumer does not allow hourly recording, the respective consumer will bear the expenses for the purchase, programming, unsealing, installation and sealing of the new meter.
Time-based billing meters can be purchased both from system operators and from other traders of electrotechnical equipment operating on the territory of the Republic of Moldova.
Meters must be metrologically verified and included in the State Register of Measuring Means.
After installing the meter, the consumer is to request the electricity supplier to appropriately modify the power supply contract.
According to the Agency, the decision to introduce differentiated prices according to the hours of consumption for electricity arose as a result of the modification of the contract portfolios of the universal service providers, which provide for differentiated prices according to the hours of consumption. The electricity purchased by suppliers during the night hours is cheaper. Respectively, the Agency’s decision also offered the final consumers the opportunity to benefit from price reductions for electricity at night.
As a result, the total monthly energy consumed will be separated into two parts: the energy consumed between 7:00 a.m. and 11:00 p.m. (more expensive energy), and the energy consumed between 11:00 p.m. and 7:00 a.m. (cheap energy).
The decision will enter into force on January 20.
