The parents who do not have a residence visa in Chisinau, but live here and want to enroll the child to a kindergarten close to the place of stay should get ready for a refusal as priority on enrolment is given to children with domicile near the given kindergarten. If free places are available, other children are enrolled based on applications.
Contacted by IPN, Viorica Negrei, deputy head of the General Division of Education, Youth and Sport of Chisinau, said all the parents who want to enroll their children to kindergarten must go to the district commissions of education, youth and sport divisions responsible for the process. Applications can be submitted on Tuesdays, from 1pm until 5pm, and on Fridays, between 8am and 12 noon.
Together with the application, the person presents the child’s birth certificate, the identity card of one of the parents, where it is indicated the domicile, or other confirming documents such as the sale-purchase contract for the house or any other document authorized by notary showing where the person’s domicile is.
The parents without a residence visa can present a certificate from the district police station showing that the family indeed leaves at the indicated address. Confirming documents issued by apartment building managers are not accepted because these do not have the status of legal authority.
Viorica Negrei said the Education Code provides that the parents have the right to choose the institution where they want to enroll the child, but priority is given to those from the district. “The parent can ask the child to be admitted to the kindergarten that is the closest to the place of stay or workplace, but this does not mean that available places can be found there. We often enrolled these children at education institutions, but not every time at the institution wanted by the parents. We suggest other institutions where vacancies remain after all the children from the district are enrolled there,” she stated.
Viorica Negrei also said the parents have the obligation of citizen to register the place of stay or residence. The procedure is free and does not last for more than 15 minutes. “I don’t think it is problem for the parent to go to a notary together with the apartment owner and obtain a certificate showing that the person lives in the apartment owned by one of the sides. If the owner rents the apartment, but is abroad, the procedure can be performed by a person authorized by the owner by power of attorney,” added the deputy head of the General Division of Education, Youth and Sport.
In the same connection, Viorica Negrei said there are not many available places in kindergartens in Chisinau, but all the children aged three are mandatorily admitted to kindergarten. Those younger than three are enrolled depending on the available places.
The kindergartens in Chisinau are attended by over 33,000 children.
