Voters will be able to exercise their right to vote in local elections in the settlement where they have their domicile. If the voter also has a domicile and a residence, during the period of validity of the residence, he / she votes in the settlement where he / she resides. Voters who are not registered at domicile or residence in the respective settlement, but also the persons on compulsory military service, shall not participate in the local election. The procedure for submitting the declaration regarding the new place of residence shall not be applied, IPN reports.
According to the Central Election Commission, at the local elections, pupils and students with the right to vote shall vote in the settlement where they have their domicile. If they also have a residence, during the period of validity of the residence they shall vote only in the settlement where they have their residence.
Citizens entitled to vote, who on the day of voting are in hospitals, spas, rest houses and persons detained on the basis of an arrest warrant until the sentence is handed down, the persons sentenced to prison whose sentence is not final, those who execute a contraventional sanction in the form of arrest, the persons sentenced to prison by a final court decision, shall vote if the institution is located within the polling station area to which the voter is assigned according to the domicile or residence registration. Or if the institution is located in the area of the second-tier constituency where the voter has domicile or residence registration. In this case, he shall vote only for the election of the second level local council and, as the case may be, for the election of the mayor of Balti municipality or for the election of the general mayor of Chisinau municipality, being included on the additional electoral list.
The persons to whom the preventive measure in the form of house arrest is applied shall cast their vote according to the voting rules at home, through mobile ballot boxes, prior informing the polling station electoral office in the respective perimeter and bodies exercising the control of preventive measure observance.
Voters holding IDs without a personal numeric code (IDNP) shall be able to vote being included in the additional electoral list, if the identity document held shows their domicile in the perimeter of the respective polling station.
In the case of the second round, the right to vote shall be exercised under conditions similar to those in which the first round was organized.
