‘Hot autumn’ will give birth to secret alliance between PCRM and PLDM, former minister of security

The forecasts about the ‘hot autumn’ are justified and the political actions that will follow will end with the creation of an alliance between the Communist Party (PCRM) and the Liberal Democratic Party (PLDM), but it would be unofficial and secret, ex-minister of security Anatol Plugaru, a member of the first Parliament, has told Info-Prim Neo. Anatol Plugaru considers the leaders of the two political parties already reached an agreement in this respect. “I’m not bothered by the fact that Misters Filat and Voronin seem to have lately reviewed their previous agreements and started to accuse each other. I think it is a demonstration of power, a preliminary examination of the condition of the political opponent. I think an alliance will be ultimately formed between the PCRM and PLDM, but it will not be official, with signed agreements and commitments. It will be a tacit alliance based on a secret agreement, which in reality will be aimed at dismissing Marian Lupu as Head of Parliament and, respectively, as Acting President by the votes of the Communists and Liberal-Democrats,” said the former minister. According to him, two very important state posts will thus become vacant. “The two parties will distribute the two positions between them. The PCRM will probably obtain the post of head of state that would be occupied by Zinaida Greceanyi, who is promoted by Vladimir Voronin. The post of Prime Minister will remain the responsibility of Vlad Filat. This change will result in a series of modifications, including in the relations between the political forces,” said Plugaru. He also said that the two leaders will later agree the method of electing the head of sate and select the candidate for the presidency. “I and Mihai Petrache and other experts in constitutional law put forward several suggestions until now. One of them is to oblige the lawmakers by law to take part in the sittings of Parliament where the head of state is to be elected so that the election is not postponed or boycotted. I consider they will be afraid of the voters and will adopt such a bill so that the MPs elect the President out of 5-6-10 candidates. Having these 31+42 seats that is much more than the number of seats needed to amend the Constitution, they may return to the old bill to modify Article 78 so as that Constitution allows for the direct election of the head of state or to decrease the current ceiling of 61 seats or 3/5, which wouldn’t be right as this ceiling is a guarantee against different abuses,” said Anatol Plugaru. He said the leader of the PCRM and former President of Moldova Vladimir Voronin would be motivated to accept such a political game. “He is now concerned more about his peaceful old age period. This peace can be ensured by a hypothetical, but rather improbable situation when the PCRM returns to power itself and takes full control over the law enforcement bodies, or as a result of an agreement with the current political leaders. Voronin’s main concern is what he will do when he leaves the post or the party dismembers. Thus, Voronin is now looking for a kind of Putin”, said the former minister. Anatol Plugaru stated that the forces that governed and govern now the country are interested in making this autumn heated. “Those who rule this country benefit from our inability to elect competent and honest persons as leaders of this state. We have made the same mistakes during 20 years and made no progress meanwhile,” he said.
