Volunteers and civic activists from the municipality of Chisinau said the local public authorities do their utmost to get rid of honest people who fulfill their duties while holding public posts. According to them, the head of the Animal Control and Protection Unit of the General Housing and Amenities Division experienced such a situation himself.
“Karl Luganov, the former acting head of the Animal Control and Protection Unit, was dismissed by order of mayor general Ion Ceban. We can say this openly. The mayor in a radio program admitted that “we should dismiss him because he is from the PAS” and by someone’s order blocked particular projects. We all, and not only those from the animal sector, got used to the fact the Chisinau City Hall has such a habit – to accuse all those around of what they actually do themselves. The given situation is real revenge taking,” Anastasia Cozlovschi, of the association “Human Society”, stated in a news conference hosted by IPN.
According to her, immediately after the mayor made those statements about the functionary, an internal inquiry was opened into alleged violations. A commission was set up, but this didn’t identify any irregularity. Another commission later determined that the functionary didn’t respond to three petitions. “Mister Ion Ceban gave instructions and harassment and discrimination against an inconvenient employee started because he is a PAS member, but the reasons were actually different – because he is transparent and seeks impartiality, transparency and reports. This is not what the Chisinau City Hall likes,” said Anastasia Cozlovschi.
Activist Sabrina Amaia noted that the constituted commissions convened for about four times. “We got the impression that they tried to make a scapegoat of Karl Luganov, pardon the expression. But he is the one who made effort to do good things for the city, for its inhabitants. He worked to reduce the number of stray dogs in a humane way and to solve this problem,” stated Sabrina Amaia.
“They set a concrete goal – to fire Karl because he was like a misfit there. He prevented them from managing personal businesses and, in general, it wasn’t clear how the public funds were spent,” stated activist Ludmila Pravdyuk.
Cristina Sakal, activist, noted that Karl Luganov was fired by order and he became a victim of political corruption. He was inconvenient for those functionaries who are not interested in solving the problems experienced in the city.
Ala Revenco, civic activist, said the way in which the two commissions held their meetings clearly shows that it was an order to stage the dismissal of Karl Luganov. “Such principles are applied with regard to inconvenient persons and we regrettably see this at the Chisinau City Hall. In this case, one of the reasons why Karl Luganov was inconvenient was the fat that he warned about a dubious contract for the sterilization of dogs, which posed big corruption risks,” stated the activist.
According to her, this is a relevant example how to discourage correct and honest persons from working for public institutions. “Even if there are enthusiastic persons devoted to the cause, who want to work and change things to the better, these cannot serve at these public institutions that pursue other goals than solving the problems and working for the benefit of society,” noted Ala Revenco.
