Hearings on April 7 events are not public, IDOM
The judges continue to hold the hearings on the cases concerning the April 7, 2009 events in their offices and the people cannot attend them. The public character of the hearings is thus not observed, warns the Moldova Institute for Human Rights (IDOM), Info-Prim Neo reports.
Presenting a preliminary report compiled after monitoring the hearings on the given cases, IDOM expert Vasile Rotaru said that though all the courts have informative billboards, 33% of the Chisinau courts do not make public the schedule of the hearings. “Only several judges at the Centru court make such information known. At the Buiucani court, the Ciocana court and the Court of Appeals, the lists are posted regularly,” Vasile Rotaru said.
According to the expert, in 39% of the monitored cases the hearings took place in the judge’s office. “Compared with the previous monitored period, when almost 50% of the hearings were held in the offices of judges, the situation has improved. The judges should take measures to reserve the courtroom as it is known that the number of persons taking part in such hearings is large,” said Vasile Rotaru.
He also said that the judges are indifferent, exceed their authority and start the hearings with delay. 61% of the hearings began later than planned.
Vasile Rotaru stated that steps should be taken to improve the work of the judges so that the hearings start on time, the courtrooms are outfitted with the flag and coats of Moldova, the persons who are late without reason are penalized, etc.
